When removing the side belt cover, I had problems removing the recessed bolt in the middle of the cover.  I ended up letting WD-40 soak over night, but still had to use an impact driver to remove it.  Should I use anti seize paste on the bolt threads when installing the cover?

Anti-seize won't hurt it any and may help if they are seizing up on you. I don't remember the bolts being chromed, and I want to say they go straight into aluminum (but could be wrong, I didn't check).

The 6mm bolts on the outside are 9 ft/lbs, the 8mm bolts are 20 ft/lbs. It would be easy to overtighten these, and they go into aluminum (I think), so it may be easy to damage the threads.

They might have been over torqued to begin with.Most mechanics don't torque all those bolts.They use a battery powered impact.Just torque them to specs is best.

No need to crank on the belt cover bolts when replacing them, especially the many small bolts around the perimeter. Obviously someone way overtightened them on the OP's. Antiseize won't hurt, but it really isn't necessary.

Have removed all bolts from the belt cover and am unable to get the cover loose. Any thoughts?

I used a rubber mallet and tapped it against the cover while trying to pry it with a thin screwdriver. I only had to do this the first time really.

What Jeff said, but you shouldn't have to pry it with a screwdriver. That could damage the sealing surface. The cause of the sticking is the rubber gasket inside the belt cover. Heat causes the gasket to adhere to the cover and engine, causing the cover to seem permanently stuck to the engine. With a few good mallet whacks it will come loose.

I only use a "non-damaging sealing surface" screwdriver. lol I have an extra one but they are quite expensive.

Maybe you still have more bolts to remove. There is a single bolt hidden in the middle of the cover. Make sure you mark the bolt holes that the outer cover uses. It can be confusing.

Very good advice.
The first thing I do when removing a belt cover on anyone's Swing is to take a black Sharpie and highlight which bolts are used for the outer cover. I also highlight the one bolt under the rear of the cover which is a different type and length than all the other bolts.
