Voltage of Turn Indicators"?

Dear fellow riders.

Taking advantage of the winter weather, I've been tinkering with my new acquisition and have planned to add emergency lights. I was thrown off by the fact that the current measurement on the wire from the turn signal relay showed 6.5V. Shouldn't it be 12V there?

P.S. - please ignore the cut grey wire - it's patched with a red wire. The ground is taken from the handlebar. Live is from grey wire *changed to "green" on wiring diagram for better visibility.





Any ideas what I'm doing (or thinking) wrong?
