turning noise

I recently put on front tire added a sliding w.shield.Seems like I have a humming noise when I turn or lean over a little.As I havn,t been able to ride for awhile,I don't know if it's new,or has been there,Is it normal,or do I have a problem About 12000 m.on it no repaires yet.Any info would help.

I notice a humming when I lean and not riding straight, I believe it is the tires tread and is normal.
