ABS Retrofit??

Can this be done on a Silver Wing? Costs? Issues?

Cost effectively...NO
You can probably sell yours and buy one with that money and a little more that has ABS, cheaper than the upgrade.

Much cheaper to buy another bike with ABS.

Anything can be done but cost could exceed value of bike
