My scooter starts and idles fine when cold but when you have the engine warmed up, shut off the engine and try to restart it again it idles slow <300 rpm and stalls. If your fast enough you can advance the throttle and get it to run at normal rpm (1300). Just seems the idle speed doesn't reset when you start with a warm engine.

First place I'd go to is to balance the air adjustment screws at the Throttle Body. That requires that the engine be brought up to operating temperature.

There should be several YouTube videos on DIY U-shaped manometers for carb sync-ing. I made one using about 8-10' of 3/16 clear plastic tubing from Home Depot, some fork oil to fill the tube --you could also use brake fluid, and some plastic couplings to attach the tubing to the vacuum lines at the throttle body.

AFTER you've balanced the air adjustmen screws THEN you can adjust the idle screw. HTH

welcome Frosty welcome to the best Silverwing forum on the web. What part of Ohio do you live in? I used to live in New Philadelphia until 1972 when I moved down here. There's some beautiful places to ride up there. I sometimes miss the riding in the country up there, but I sure don't miss the winters.  
I agree with what Tim said, that's about the best place to start. When you're having problems it is a big help if you can include the age and mileage of your scooter.  

It would be nice if you went Here and introduced yourself.  Then you'd get a proper welcome from the forum members.

If you are looking forward to learning and plan on doing your own maintenance you'll find you can do anything you need or want with the service manual and help from this forum.
I add the paragraph below for most new members because there's a lot of information in the links and may save you some work.
Here are some links(3 below in blue)that will help you learn a lot about your Silverwing. If you can't find what you need in the links below the search on this forum works good, and if you still need help just ask and someone will do what they can to answer your questions.

Hello and welcome to the forum. Yes it is some thing like going to the doctor Crying or Very sad The more information the better. The Silverwing is fairly good (at least the latter models) at compensating  for different enviorments. As they say keep it simple. If some one has done previous work,this is the first place to look. Your feed back would be appreciated by all. This is how we  learn.  Howard
