What's that square hole for?

Just below the ignition key on the tupperware there is a removable plug - about 1 inch square. What is this plug for? Has anyone ever removed this to access something? What?

I am looking for potential spots tc mount my Datel Volt Meter and I am likeing that spot.

Also, a bit further down below the plug there is shiny black plastic, about 2x3 inches - what is that about? Thanks..
