I have searched for meter panel removal and instrument panel removal and have not found the asnwer to my question. I have removed the screws to the meter panel but it still won't release. I have tried pulling it, pushing it, lifting it with no cuccess. What's the trick?

Have you removed the frame loop covering the Meter Panel? See "Front Cover Stay", item #38 in this illustration: http://www.partzilla.com/parts/search/Honda/Scooter/2009/FSC600D+AC/FRONT+COVER/parts.html.
It is always best to refer to the FSM for these procedures. You do have a FSM, don't you?

I've got the FSM. It says to remove the windshield and the screws holding the meter panel on. Doesn't mention the Front Cover Stay. I will give that a shot. Thanks!

I was finally able to remove the Meter Panel after removing the Front Panel Stay. Now I can do the lwiring for my GPS, CB, Phone, and accessory plugs. WIll post pics when complete.
